A tool ranks higher here when it handles both halves, finding the people and running the outreach to them, across the channels a B2B seller actually uses. Most tools in this category only do the second half. You build the list from a LinkedIn search, import it, and the tool executes it. No. It is not a legal question; it is an account question. How many connection requests per day is safe?
There is no single safe number, and any tool that advertises a fixed high number per day is worth being suspicious of. What is safe depends on how old the account is, how active it already is, and whether you have Premium. The published figures on this page give you the range vendors themselves consider reasonable: Waalaxy's help center publishes 11 invitations per day on its Pro plan and 80 to 100 per day on Advanced and Business with a cap of 200 per week; Dripify publishes 20 connection requests per day on Basic and 75 per day on Pro and Advanced. We publish no numeric quota at all. We set volume with named tempos instead (Safe, Standard and higher), and our documentation recommends that a new or quiet account starts on Safe, runs there for about two weeks, and only then moves up. The practical rule is the same whichever tool you choose: start low, increase over weeks rather than days, and pull back immediately after any LinkedIn warning.

Is a cloud tool, a browser extension or a desktop app safer?
The category has moved to the cloud, and for good reason. A browser extension only works while your browser is open and injects code into the LinkedIn page; a desktop app runs from your own machine and IP but has to stay running.
